Each step needs the Splendent item from the step before, which only comes from a successful Combo (Basic success, then the 25% Combo proc, then a Combo success). Failed crafts lose everything, so costs are averaged over all the attempts it takes. Leftover normal items from earlier tiers are not subtracted.
